The Contract Administrator supports the organization in all aspects of commercial and U.S. Government and commercial contract administration activity. Active participant and leader in driving measurable process improvement; acts as a primary point of contact with our customers for contractual issues. Ensures proposal preparation and program execution are focused on risk mitigation, change management, and timely issue resolution. Able to develop, negotiate, and execute terms and conditions and complex agreements with partners, customers, and subcontractors to facilitate short and long term business goals.Job Description
Essential Responsibilities:
As a Lead Contract Administrator, you will:
Prepare and negotiate complex contract/teaming agreement terms and conditions and provide associated risk mitigation opportunities and recommendations.
Support proposal preparation activities (fact finding, technical evaluation, and cost/price analysis), administer subcontracts, and execute supplier management activities (subcontractor inquires, resolve invoice issues) to provide for acquisition and fulfillment of direct requirements in accordance with company policies, legal requirements, and customer specifications.
Receive and review subcontractor proposals, by examining estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
Actively support Project Teams, working closely with Business Development, Finance, and other functional and technical team members to thoroughly review solicitation terms and conditions and to develop a compliant proposal.
Drive all contract and subcontract negotiations; ensuring all resultant customer agreements minimize GRC risk
Help identify, develop and deploy key metrics to drive the contracts organization to higher levels of overall performance
Complete hands-on order entry of incoming contract documents into the designated ERP system
Assist in the development of contract administration procedures in accordance with company policies and procedures, applicable laws and regulations, customer requirements, and sound business judgment
Prepare Certifications and Representations on behalf of the company
Maintain records, spreadsheets, and other tracking documents as required to support: internal and external audits, manage contract-related data, and generate reports as required
Additional responsibilities may be required to support the business needs
Qualifications/Requirements:
Bachelor’s degree with a minimum of 5 years of business experience or Associate’s degree with a minimum of 10 years of business experience
Outstanding communication skills (written and verbal) with the ability to successfully interact at all levels of a matrix organization; ability to develop relationships within all levels of the organization
Ability to review contractual documents for sufficiency and risk
Extensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment
Familiarity with both U.S. Government and commercial contracts
Strength in analytical skills; comfortable reviewing and analyzing cost and pricing details
US citizenship required
Must be willing to work out of an office located in Niskayuna, NY
Must be 18 years or older

Desired Characteristics:
Working knowledge of FAR, DFAR, CAS, and commercial terms

ERP knowledge desirable, prior use of Oracle project accounting
Understands and has an appreciation of financial/analytical issues and profit and loss implications of contract actions

Professional certification (e.g., CPCM, CFCM, etc.) desirable
Demonstrated ability to lead and negotiate complex cost-price and technical issues with customers
Experience with government property administration
The salary range for this position is $86,000 - $143,000. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s experience, their education, and the work location. Available benefits include health, welfare, retirement and paid leave.
