WHO WE NEED
This critical role manages the FEP Field Service Marketing and Sales teams. This leadership position plays a pivotal role in developing FEP marketing and sales initiatives to fulfill the objective of acting as growth engine for the FEP business.

This role will advocate and champion for the consumer, ensuring the brand promise is delivered upon, driving resolution of roadblocks, accelerating forward movement, and serving as the connective tissue across the organization. This position is responsible for satisfying consumer needs through teamwork, process, and alignment to deliver on our brand promise.

Preferred Key Experience:

  • Experience leading sales/field services representatives covering multiple territories/states and products

  • Federal Employee Health Benefits Program (FEHBP) knowledge

  • Ability to travel and support a multistate team

Normally to be proficient in the competencies listed above:

The Manager of FEP Marketing Operations would have:

  • Bachelor’s degree in Marketing, Business or related field

  • 8+ years of combined, demonstrated leadership of multidiscipline, high performance work teams/groups and an established track record of leading virtual teams

  • Or an equivalent combination of education and experience.

YOUR ROLE:

  • Manages a team of Field Service marketing and sales staff. Including oversight of the FEP Marketing Business Plan, open enrollment sales, and management of workforce based on program enrollment. Engages team to prepare and present on the FEP medical and FEDVIP ancillary products and deliver status reports to organizational leadership and operations stakeholders.

  • Supports team to define, collect and analyze metrics to ensure enrollment is on target.

  • Tie all teams/partners together via execution of a communications plan/document to drive education and momentum in the sales and work force management arena.

  • Identifies, forms relationships, and informs key communications audiences (stakeholders/influencers/people to keep in the loop) of Marketing and work force management efforts, activities, and decisions.

  • Liaises with internal teams for internal communication opportunities.

  • Proactively recommends courses of action to maintain FEP PIP performance (enrollment and operational metrics) and cost effectiveness.

  • Oversees the implementation and maintenance of platforms/software that support marketing workflow, work force staff modeling and scheduling, and work creation of market strategy within the FEP organization.

  • Participates in the development and implementation of data and decision support systems/tools that improve the productivity, effectiveness, and efficiency of back office front-line staff.

  • Provides a leadership role in identifying and implementing staffing strategies which align with changing products, an evolving business environment and Regence vision.

WHAT YOU BRING:

  • Experience in leading employees including supervision/coaching/training, performance evaluation, and work scheduling/prioritization.

  • Strong working knowledge of the Federal Employee Program products and systems.

  • Must include experience in marketing in a health care setting (or other demonstrated experience) with demonstrated competency in strategic thinking and leadership with strong abilities in relationship management at all levels of the organization.

  • Strong interpersonal and communication skills (both oral and written) with a customer service orientation.

  • Thorough knowledge of general principles of budget, FEP products, product marketing, and FEP sales guidelines as established by the FEP Director’s Office and the Office of Personnel Management.

  • Experience establishing milestones and KPIs and reporting on them on a regular basis.

  • Demonstrated ability to identify problems, mediate issues, develop solutions and implement a course of action.

  • Must have knowledge, experience and understanding of cross functional marketing, digital, etc.

  • Demonstrated leadership skills with proven ability to provide responsive leadership, to delegate, coordinate and motivate staff, evaluate performance, and be accountable for team results.

  • Proven ability to perform difficult analytical and problem-solving tasks with minimum supervision.

  • Proven competency in applying analytical techniques in order to provide in-depth analysis and recommendations to management.

  • Advanced knowledge of program evaluation concepts and methodologies, with expertise in program effectiveness analysis, measurement, and reporting.

  • Demonstrated good judgement, problem solving, analytical and cognitive, verbal, and written communication and presentation skills.

  • Ability to apply critical thinking and sound judgement. Advanced business sense.

  • Demonstrated experience with knowledge management best practices and tools is highly desirable

  • Ability to be collaborative, and have a team-based perspective, while building and maintaining a positive relationship with all stakeholders.

  • Advanced Desktop skills, including Word, Excel, PowerPoint; Tableau experience a plus

  • Demonstrated experience planning, organizing, and overseeing work programs including evaluating the work of subordinates.

The expected target hiring range for this role is $97.3k – $131.6k depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 15% . The current full salary range is $91.5k Low Range / $114.5k MRP / $149k High Range.
