The Director, Digital Delivery & Data Operations provides operational leadership and oversight for AHP’s portfolio of digital and data-enabled projects. This role ensures that delivery practices, project management activities, and quality standards are executed effectively and aligned with AHP’s strategic and operational frameworks for digital solutions.

Working closely with the Senior Director, Digital Solutions and the DS Leadership team, the Director translates program technology priorities and planning outputs into coordinated, high-quality delivery. The position emphasizes execution, enablement, and consistency—ensuring that technology project teams operate efficiently within established priorities, funding structures, and delivery standards.

The Director should bring a strong understanding of technology delivery concepts—including how systems, data, and applications fit together—to guide project execution and collaborate effectively with technical teams.

The ideal candidate brings experience managing delivery operations for technology initiatives delivered through professional services or consulting engagements that support government or public-sector programs, with a strong understanding of how funding mechanisms, labor categories, and contract structures shape project execution. This individual excels at leading teams that balance agility, accountability, and quality across a dynamic project landscape.

While primarily a leadership role, the Director should be comfortable engaging directly with delivery teams and technical environments when needed to ensure continuity, remove blockers, or validate implementation approaches.

Responsibilities

Delivery Leadership & Oversight

  • Lead the Technology Project Management function for DS, with oversight of quality and delivery standards for DS, providing clear direction, coaching, and professional development.

  • Oversee planning and delivery for digital and data-related projects, ensuring alignment with established standards and expectations.

  • Ensure consistent delivery practices, reporting structures, and risk management approaches across the portfolio.

  • Guide technology project teams in maintaining delivery quality, timelines, and client satisfaction.

  • Ensure delivery processes incorporate appropriate validation, documentation, and quality control without adding unnecessary complexity.

  • Identify delivery process improvements and operational enhancements, bringing forward recommendations for consideration and implementation.

  • Support close alignment between delivery, engineering, and data teams to ensure technical considerations are reflected in project plans and timelines.

  • Provide hands-on support or technical guidance when necessary to help teams troubleshoot issues, validate solutions, or maintain project momentum.

Operational Coordination

  • Maintain visibility into delivery progress, resourcing, and capacity across the Digital Solutions portfolio.

  • Work in coordination with the Senior Director, Digital Solutions, Technical Project Managers, and Program Directors to align delivery execution with program priorities, funding structures, and resource frameworks.

  • Support project managers in structuring and adapting projects to reflect evolving contracts, budgets, and staffing needs.

  • Coordinate discussions among delivery, product, engineering, and data teams to manage interdependencies, technical milestones, and risks early in the process.

  • Provide input to labor planning and forecasting processes to ensure operational data supports departmental planning and decision-making.

Cross-Functional & Stakeholder Engagement

  • Serve as a liaison between Digital Solutions delivery teams and program leadership to maintain alignment and transparency.

  • Build trusted relationships with Program Directors, anticipating needs and facilitating proactive communication.

  • Promote effective collaboration and clear accountability among delivery, product, and engineering teams to ensure balanced decision-making and aligned execution.

  • Contribute to scope development and proposal planning, providing delivery and operational insights as needed.

Performance & Continuous Improvement

  • Oversee QA activities at a functional level, ensuring that testing and validation are appropriately planned and integrated into delivery workflows.

  • Track and analyze delivery performance metrics to identify trends, risks, and opportunities for improvement.

  • Lead governance and oversight for department Standard Operating Procedures (SOPs), ensuring delivery and QA practices are documented, standardized, and continuously updated to reflect evolving operational and organizational needs.

  • Work closely with data and engineering teams to align delivery timelines with technical dependencies and environment readiness.

  • Partner with the Senior Director to assess delivery outcomes and implement improvements that enhance team performance and efficiency.

Qualifications and Experience:

Required

  • 10+ years of experience leading project management or technology delivery operations within professional services or consulting organizations supporting government or public-sector clients.

  • Proven success leading teams of technology project managers or delivery professionals, with experience overseeing delivery quality or validation functions.

  • Strong understanding of how government contract structures, funding mechanisms, and labor categories impact project planning and staffing.

  • Ability and willingness to engage directly with delivery tools or environments when needed to support project execution or issue resolution.

  • Experience leading technology delivery teams in Agile or hybrid delivery environments.

  • Demonstrated ability to build and mentor high-performing teams across multiple, concurrent projects.

  • Familiarity with Scaled Agile Framework (SAFe) principles and the ability to apply them pragmatically in hybrid or smaller-scale delivery models.

  • Excellent communication, organizational, and stakeholder management skills.

  • Solid understanding of data and system delivery environments, with the ability to coordinate effectively across technical and non-technical teams.

  • Comfortable working within both deeply technical and business contexts and translating between program needs, delivery goals, and technical requirements.

  • Experience supporting projects involving cloud-based platforms, system integrations, or data-driven solutions.

Preferred

  • PMP, CSM, or equivalent agile/delivery certification.

  • Experience supporting proposal development or business growth initiatives.

  • Proficiency with Jira, Confluence, MS Project, or similar tools.

  • Background in human services, behavioral health, or public-sector technology delivery.

  • Practical experience with cloud-based platforms, data pipelines, or application environments, with the ability to engage at a functional level when needed.

Education

  • Bachelor’s degree in business, technology, or a related field, or equivalent experience in digital delivery leadership within professional services or public-sector environments.

Salary Range

$170,000 – $200,000

AHP, in an effort to be transparent with applicants about salary and in compliance with various state pay disclosure requirements, publishes the following information which is current as of the date of posting. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees. Other rewards may include annual bonuses, short- and long-term incentives, and program-specific awards. Location

All work must be performed within the United States or its territories. Employees are required to reside in, and carry out their job responsibilities from, a location within the U.S. or a U.S. territory for the duration of their employment. Limited exceptions may be granted for short-term personal or business travel outside of these areas, subject to prior written approval and in compliance with company policy.

Work Environment and Physical Requirements

This position is primarily sedentary and requires the ability to remain in a stationary position for extended periods while operating a computer and other standard office equipment. The role involves frequent communication via video conferencing, email, and other digital platforms.
