Advocates for Human Potential, (AHP), is seeking a Senior Consultant II – 988 and Mobile Crisis Services for the Center for Training and Technical Assistance (CTTAC) to develop and deliver AHP’s expanded consulting work on crisis services, particularly 988 Suicide & Lifeline crisis centers and mobile crisis services in California.

AHP is the Administrative Entity and technical assistance provider for a number of California Department of Health Care Services (DHCS) programs including the California 988 Crisis Center Network, which includes contracting and support for 988 crisis center services and the Medi-Cal Mobile Crisis TA Center (M-TAC). AHP seeks an individual with the commitment, necessary knowledge and skills to serve as a Subject Matter Expert for our current programs, delivering TA, ensuring program deliverables meet high quality standards, and utilizing strategic thinking to expand our work to other states and communities.

The successful candidate will have leadership and senior management experience in designing, developing and implementing initiatives focused on expansion of crisis centers and mobile crisis services. The Senior Consultant II will support existing projects, including delivery of technical assistance, content development, report writing, and provide thought leadership and subject matter expertise to expand and strengthen AHP’s national, state and community responses. A significant portion of the work is in California, thus an individual in the Pacific Time zone is preferred.

About the Position

This is a remote position in California. However, the position will require periodic travel to AHP's Pasadena or other offices for meetings and trainings and may include some additional travel.

The Senior Consultant II- will engage in activities including, but not limited to the following:

Typical Tasks

Leadership

  • In conjunction with the program director, work closely with client(s), anticipating their needs and providing guidance and consultation around vision and structure of the project and services.
  • Provide organizational chart oversight to one or more staff members as well as oversight of other staff working on the program, including supporting staff members in expanding expertise in crisis field.
  • Provide thought leadership across the Center for Training, Technical Assistance, and Consulting (CTTAC), on effective implementation of crisis center and mobile crisis service delivery systems.
  • Serve as lead for independent projects completing project work within the scope of your expertise.
  • As requested, provide leadership in strategic planning support to AHP clients and internal initiatives and growth planning to expand AHP's crisis portfolio of work.
  • Analyze data and use it to make recommendations for program leadership and to inform program activities.
  • Work across AHP departments to ensure delivery of top-quality deliverables and project management.

Training and Technical Assistance

  • Provide coaching, consulting, support, and expertise to clients, counties, grantees, TTA recipients, and other stakeholders as they roll out programs, policies, or initiatives.
  • Serve as a facilitator for internal or external working meetings, and TA sessions, including development of purpose, agenda, scope, implementation methods, and evaluation.
  • Speak at events including conferences, webinars, and learning collaboratives around areas of expertise.
  • Use subject matter expertise to provide real-time, on-the-spot consultation or resources to internal and external stakeholders with a fast turnaround.
  • Complete fast turn around requests regarding policy development, data analysis, or financial questions. May require mobilizing a team to execute a request or drafting professional responses independently.
  • Document work of TTA recipients, delivery of TTA, and progress in meeting established goals.
  • If assigned, maintain a portfolio of grant budgets and ensure the grantees are making progress in their statements of work and implementation plans, are accountable to contract requirements and budgets, and are responsive to AHP requests.

Content Development and Quality Management

  • Take leadership on content development for reports, websites, and other products and deliverables, as needed and applicable.
  • Conduct and oversee others in-depth research, key informant interviews, and literature reviews to support assignments in relation to training and technical assistance activities.
  • Manages multiple tasks and deliverables.
  • Engages in quality control of deliverables within the project maintaining excellence and professional standards.

Qualifications

Knowledge Skills and Abilities

Candidates with the following knowledge, skills and abilities are encouraged to apply:

  • Excellent understanding of the policy and organizational landscape of crisis services, including 988 and mobile crisis, at such a level that they may be described as a subject matter expert.
    • Understanding should include national, state, and community trends, applications, and programs. (California specific understanding preferred.)
    • Understanding must include broad overview of the subject area, policies, programs, funding, trends, and best practices as well as challenges and opportunities related to local implementation.
  • Outstanding professional communication skills, including verbal and written presentation for diverse audiences.
  • Recognition for expertise in their area of focus, such that they are asked to speak, consult, or present.
  • Strong knowledge of nonprofit, behavioral health, or government organizational structures including recruitment and retention of staff, development of staff, program development and oversight, budgets and systems change.
  • Knowledge of social determinants of health, CLAS standards and diversity, equity and inclusion strategies as they pertain to crisis services.
  • High-level diplomacy, coaching, and leadership with or without organizational chart authority. Ability to draw out others’ assessment of problems or gaps, helping them to identify needs.
  • Understanding of business development best practices, developed through participation and leadership in new business development.
  • Outstanding ability to manage multiple competing priorities while remaining available and flexible to identify and address needs as they are identified.
  • High-level ability to develop and deliver training and presentations using subject matter expertise and adult learning strategies.
  • Sophisticated ability to maintain and nurture professional relationships with clients, stakeholders, and past professional contacts in a way that supports AHP’s mission.
  • Ability to facilitate diverse groups to a common plan of action.
  • Personal initiative and self-management to the degree that their professional behavior is modeled by others.
  • Experienced with Microsoft Office suite, and other relevant software platforms
  • Excellent judgment and diplomacy while working with clients and stakeholders .
  • Ability to maintain files, documentation, and notes on project management, individual training and technical assistance (TTA) activities and support of projects.

Education and Professional Experience

We are seeking candidates with at least ten years of progressively more responsible experience which includes managing complex processes and procedures, managing grants or contracts, and leading project teams. Experience must include significant work in the area of crisis center and mobile crisis service design, implementation and evaluation.

We are seeking candidates with a master’s degree and 10 or more years of complex experience with oversight, evaluation, or program management. Five years of work experience can be substituted for a master’s degree but master’s degree preferred.

Work Hours and Expectations:
This is a full-time, exempt position. As such, the role is not eligible for overtime compensation under the Fair Labor Standards Act (FLSA). While the standard workweek is 40 hours, exempt employees are expected to work the hours necessary to fulfill the responsibilities of the position. This may include occasional evenings or extended hours during periods of high activity, critical deadlines, or special projects. Flexibility, accountability, and a results-oriented mindset are essential to success in this role.

Location

All work must be performed within the United States or its territories. Employees are required to reside in, and carry out their job responsibilities from, a location within the U.S. or a U.S. territory for the duration of their employment. Limited exceptions may be granted for short-term personal or business travel outside of these areas, subject to prior written approval and in compliance with company policy.

Salary: $125,000-$140,000

AHP, in an effort to be transparent with applicants about salary and in compliance with various state pay disclosure requirements, publishes the following information, which is current as of the date of posting. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees.

Work Authorization Requirement

Applicants must be currently authorized to work in the United States on a full-time basis. AHP is currently unable to sponsor or take over sponsorship of employment visas.

Work Environment and Physical Requirements

This position is primarily sedentary and requires the ability to remain in a stationary position for extended periods while operating a computer and other standard office equipment. The role involves frequent communication via video conferencing, email, and other digital platforms. As such, employees must have access to a reliable and secure internet connection that supports remote work responsibilities, including video meetings and the use of cloud-based systems.
