Advocates for Human Potential, Inc. (AHP) is seeking a Senior Program Manager I who has the desire to make a difference in the world and work on projects that improve the health and welfare of people and communities. The Senior Program Manager I cares deeply about improving access and equity and will work as a project leader for the RCCA (Regional Care Coordination Agency). The Senior Program Manager I will be hired for an essential role of facilitating and supporting the regional opioid coalitions in Illinois, driving coalition operations and promoting sustainability, supervising Program Manager, Staff Consultants, and other RCCA staff, offering secondary services to subrecipients, and assisting with execution of the project.
You can work remotely in this role, but we need you to live in Illinois or adjacent counties in Iowa, Kentucky, Indiana and Wisconsin. The position requires travel throughout the state and to AHP's Chicago Office for meetings and training.
The Illinois Regional Care Coordination Agency (RCCA) was established to 1) administer and manage sub-awards related to the opioid settlement fund, which includes awarding the funds and monitoring the awardees’ progress through the life of the contract; 2) develop and manage the opioid settlement funds initiative website and the RCCA website, and 3) establish and support seven regional opioid coalitions in Illinois. The RCCA assists in equitably implementing essential state resources that will be used to support people most impacted by the opioid crisis.

About the Position

The Senior Program Manager I for IL RCCA will engage in activities including, but not limited to the following:
Administrative
- Build and maintain strong relationships with partners, coalition members and staff to address complex community issues and achieve meaningful outcomes.
- Plan meeting agenda, prepare supporting materials, and facilitate meetings.
- Prepare or assign preparation of meeting minutes and follow-up documentation.
- Provide input for standard operating procedures and work breakdown structures.
Leadership
- Create and produce detailed work plans for seven opioid coalitions through collaborative and iterative process of the coalition members.
- Cultivate and mobilize diverse community members and partners, facilitating shared understanding and knowledge.
- Provide organizational chart oversight, supervision and coaching for one or more staff members.
- Create a strategic vision and business direction of projects in conjunction with the client, meeting the client’s evolving needs.
- Monitor and evaluate project performance and conduct quality control.
- Manage relationships with funders such that they are briefed on project process and potential.
- Participate in business unit conversations around topics such as optimal training, onboarding, and supervision best practices.
- Serve as a key partner to other project leads such as other Managers, Deputy Directors, and the Senior Project Director.
- Contribute to AHP’s information resources and coauthor proposals and develop budget forecasts for proposed projects/grants.
Training and Technical Assistance
- Lead various consulting and technical assistance projects that focus on implementation, change and innovation in the behavioral health field.
- Prepare content for and deliver webinars and develop curriculum and training materials and manuals.
- Deliver online or onsite training and education.
Content Development
- Conduct in-depth research, key informant interviews, and literature reviews to support assignments in relation to training and technical assistance activities.
Data Management
- Create evaluation questions and data-gathering instruments in relation to training and technical assistance activities.
- Use data to inform the development of strategies and work plans, and to evaluate the impact of coalition activities to inform decision-making and improve outcomes.
- Compile, summarize, and analyze data in relation to coalition and training and technical assistance activities.
Project Management
- Provide oversight to assigned projects, including workplans, deliverables, and resource management.
- Monitor and fulfill contract requirements of projects and formulate policies and procedures for program auditing.
- Develop and manage project budgets, including invoice approval.
- Support Deltek planning, review, and analysis.
Knowledge
- High-level subject matter expertise around the policy and organizational landscape of Illinois behavioral healthcare system, housing instability, substance use, workforce development, or criminal justice, such that would be typically gained through a bachelor’s degree and 10 years of experience or a master’s degree and 7 years of experience with complex oversight, evaluation, or program management.
- In-depth understanding of the demographics, values, and needs of the different communities in Illinois.
- Expert-level understanding of different coalition principles and structures, such as shared leadership and workgroups.
- In-depth understanding of adult learning and pedagogy sufficient to support provision of exceptional technical assistance (TA) and training.
- Sophisticated understanding of organizational development and cross-system collaboration.
- Concrete understanding of project management, task management, implementation planning, budgeting, and best practices and strategies that are supported by research.
- Intermediate understanding of implementation science and its application to AHP’s book of business and contracting process.
Skills
- Leading meetings, co-facilitate and motivate coalition members and direct reports and foster a shared vision.
- Analyzing issues, negotiate with stakeholders, and lead problem-solving efforts.
- Creating and implementing strategic and work plans, along with written reports, presentation slides, and technical assistance materials, tailored to diverse audiences.
- Management of remote staff and engagement with partners in person and virtually.
- Possess and exhibit advanced personal initiative, self-management, and organization, and effectively convey these qualities to peers and direct reports.
- Managing, allocating, and coordinating resources effectively.
- Applying professional/peer-reviewed literature, professional experience, and other relevant sources fluidly and sophisticatedly to technical assistance or other work-related products.
- Demonstrating high-level proficiency with the Microsoft Office suite and spreadsheet management and facilitate meetings on virtual platforms like Teams and Zoom.

- Strong ability to ensure the long-term viability of the coalitions through strategic planning and resource management.
- Ability to independently generate statements of work for key stakeholders, such as federal, state, and private-sector entities, including key performance indicators, tasks, scope, and schedule.
- Exceptional ability to diplomatically provide strong leadership to direct reports, giving actionable feedback, as well as working to develop their skills and career trajectory.
- Independent ability to identify and solve problems using sophisticated, nuanced approaches relevant to the situation, making independent problem-solving decisions across projects.
- Ability to understand AHP’s strategic plan and its application to the CTTAC business unit.
- Ability to independently run a project, incorporating junior staff, operational staff, and subject matter experts as needed.
- Ability to collaborate with the Business Development team to build AHP’s book of business through development of proposals as well as engagement with current and potential clients in scoping and sales calls.
Education and Training
Candidates for this position are preferred to possess a master’s degree in business administration, operations management, public health, behavioral health, healthcare administration, or a similar field.
Professional Experience
A Senior Program Manager I will typically have a bachelor’s degree and 10 or more years of high-complexity applicable work experience or a master’s degree and 7 or more years of complex experience with stakeholder engagement, leadership and team building, grants administration, project implementation, or evaluation. Two or more years of experience with collaborative network establishment, data analysis and evaluation and sustainability practices and principles, and experience applying these to coalition activities is strongly preferred.

Salary Range: $100,000 - $110,000

The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total employee compensation package.
