Advocates for Human Potential, Inc. (AHP) is seeking a Senior Program Manager I who has the desire to make a difference in the world and work on projects that improve the health and welfare of people and communities. The Senior Program Manager I cares deeply about improving access and equity and will work on the Illinois Regional Care Coordination Agency (RCCA) Project as a project leader responsible for project implementation and supervision of staff. The Manager will have opportunities to bring new, creative thinking, influence and change to the project.

The RCCA was established to 1) administer and manage sub-awards related to the opioid settlement fund, which includes awarding the funds and monitoring the awardees’ progress through the life of the contract; 2) develop and manage the opioid settlement funds initiative website and the RCCA website, and 3) establish and support seven regional opioid coalitions in Illinois. The RCCA assists in equitably implementing essential state resources that will be used to support people most impacted by the opioid crisis.

The Senior Program Manager I will be hired for the essential role of supervising Staff Consultants, providing services to sub-recipients, supporting coalition operations, and driving the execution of the project. The position will as serve as a supervisor, coach, and mentor for Staff Consultants and lead various consulting and technical assistance projects that focus on implementation, change, and innovation in the behavioral health field. The Manager serves as a key partner to other project leads, such as other Managers, Deputy Directors, and the Senior Project Director. Your specific expertise will be fully utilized, and there is ample opportunity to learn new skills and grow.

About the Position

This is a partially remote position in Illinois. The position will require travel to AHP's Chicago Office for meetings and trainings and may include additional travel to subrecipient sites and other locations within Illinois.

The Senior Program Manager I for IL RCCA will engage in activities including, but not limited to the following:

Leadership

  • Provide thought leadership across the Center for Training, Technical Assistance, and Consulting (CTTAC) around the use of the Opioid Settlement Funds and coalition building.
  • Monitor and manage the fulfillment of grant requirements of projects.
  • Manage workplans, deliverables, and staffing.
  • Facilitate diverse perspectives to a common plan of action.
  • Set priorities and milestones for individual project goals.
  • Develop strategic business goals to best meet client’s evolving needs.
  • Monitor and evaluate project performance and conduct quality control.
  • Support the management of relationships with funders, briefing them on project progress and potential.
  • Provide support on content creation across relevant projects.
  • Consult with project teams, project management and internal partners to ensure projects are completed utilizing relevant subject matter expertise.

Supervision

  • Supervise Staff Consultants who serve as regional liaisons and subrecipient monitors.
  • Educate staff on specific areas of subject matter expertise.
  • Hire, mentor, model and coach Staff Consultants to successfully achieve project deliverables.

Service Delivery

  • Provide leadership to one or more regional coalitions. This includes engaging in recruitment efforts and meeting collaterals.
  • Develop and provide individual training and technical assistance around program specifics and implementation to grantees, funders, subcontractors, other external stakeholders, project teams and other internal stakeholders.
  • Identify areas for needed content around Illinois’ use of OSF in print materials and large- and small-scale training and technical assistance opportunities.
  • Serve as a facilitator for internal or external expert panels, working meetings, and TA sessions, including the development of purpose, agenda, scope, implementation methods, and evaluation.
  • Serve as a liaison to sub-recipients, providing individual training and technical assistance around program compliance and implementation.

  • Diplomacy, coaching, and leadership without organizational chart authority, including maintaining client and stakeholder engagement and relationships
  • High-level professional communication in both verbal and written presentations for diverse audiences
  • Outstanding ability to draw out others' descriptions of problems or gaps, helping them to identify needs and solutions
  • Exceptional ability to quickly synthesize information and apply it to problems or gaps within the portfolio of interest and in business development contexts
  • Outstanding ability to manage multiple competing priorities while remaining available and flexible to identify and address needs as they are identified
  • Advanced ability to research and write draft reports, meeting summaries, and educational resources
  • Advanced ability to develop and deliver training and presentations using subject matter expertise and adult learning strategies
  • Outstanding ability to serve as a model of how to present content knowledge effectively and compellingly for both internal and external stakeholders, fulfilling contract obligations and creating further opportunity for the firm in the process.
  • Knowledge of state-level policy and procurement processes
  • Experience managing complex organizational systems

Education and Training

Candidates for this position are preferred to possess a master’s degree in behavioral health, public health, healthcare, or a similar field.

Professional Experience

The Senior Program Manager I will have five or more years of highly complex applicable work experience. Supervisory experience of 4 or more years is strongly preferred. Experience providing clinical services or in a clinical setting is preferred.

Salary Range:

AHP, to be transparent with applicants about salary and in compliance with various state pay disclosure requirements, publishes the following information, which is current as of the date of posting. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total employee compensation package.

Salary range: $110,000 - $118,000
