Advocates for Human Potential, Inc., (AHP) is looking for a Contract Associate, who has extensive background and experience with federal policies, federal regulations, and grant compliance for the Administrative Services Team. The Contracts Associate of the Administrative Services Entity (ASE) at AHP will be pivotal in ushering in integrity-based stewardship of disbursement of funds for projects structured to serve the needs of our Client’s States. We are providing first class service by building an innovative team and seek a leader with subject matter expertise in contracts management, dissection, interpretation, and lifecycle management, as well as project implementation experience, and management experience in Administrative Services, third party administration, and/or legal and compliance.

The Contract Associate will work as a member of AHP’s Administrative Service team to manage contracts in their entirety, develop and build out services, tools, risk mitigation, compliance, audit, and other components that are instrumental for success in answering the call that states have put forth.

The Contract Associate will work with internal and external team members and other stakeholders to effectively manage the work and provide services. And will also serve as a subject matter expert and leader in the development and build out of the contract management system and processes specific to federal grant regulations, subcontractors, vendors, consultants, and the training programs and resources, as it’s related to federally funded grant programs and real estate transactions.

Responsibilities

The Contracts Associate will

  • Lead and support the development, implementation, and maintenance of systems to enable the team to implement new approaches and programs that will develop, expand, and strengthen the process of contracting with grantees.
  • Work closely with state and local governments, nonprofit agencies, tribal entities, and private sector organizations that will partner with AHP on initiatives; and
  • Assist the Contracts Manager to
    • Create training tools for internal and external audiences
    • Provide contracts training to legal program associates
    • Design and implement a contract management system
    • Develop tools and templates to ensure compliance with regulations
    • Establish guidance, timelines and communication protocol
    • Collaborate with ASE, program teams, compliance, as well as AHP legal and finance departments
  • Analyze internal and external business systems to ensure compliance
  • Monitor, review, research, and interpret applicable federal and state regulations and regulatory changes; including communication and implementation of required regulatory changes
  • Work closely with the Contracts Manager, and other ASE leadership, AHP leadership, clients, and other stakeholders to set and secure the strategic direction, goals, and objectives of the projects
  • Work closely by directing and collaborating with legal program associates in areas relative to contracts
  • Lead completion of tasks, including providing content expertise, problem solving, creating standard operating procedures, monitoring, and evaluating project performance
  • Foster collaboration and coordination between teams within AHP as well as external clients, partners, and vendors
  • Complete project deliverables
    • Develop written materials (e.g., reports, presentation slides, guidebooks, and planning documents)
    • Help develop workflows, processes and templates
    • Establish outcome measures and strategies to evaluate success and report accomplishments
    • Compile, summarize, and analyze data
  • Carry out meeting, training, and technical assistance activities specifically related to contracting
  • Plan meeting agendas, prepare supporting materials, and facilitate meetings

Qualifications, Education and Training

  • Candidates for this position should possess at minimum of a bachelor's degree with a master’s degree from an accredited college or university or a LLM or JD preferred.
  • Candidates should have extensive experience and understanding in working with real estate contracts, closings, and various types of funding agreements
  • Ideal candidate should have at least 2-3 years of progressive experience in contracts, real estate transactions, federal policies, grant compliance, grant regulations, transparency compliance
  • Ideal candidate should possess additional training and experience in Project Management (PMP preferred), Six Sigma, process improvement, etc. or possess comparable education and training
  • Familiarity with current efforts to expand and transform BH care

Salary Range: $80,000 - $100,000

To be transparent with applicants about salary and in compliance with various state pay disclosure requirements, AHP publishes the following information which is current as of the date of posting. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on a range of factors including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees.
